On March 8, 2012, the Medicare Payment Advisory Commission (MedPAC) recommended the development of a new fee-for-service benefit design that could include higher patient co-payments for advanced diagnostic imaging services.
The objectives for Medicare's benefit design are:
Reducing beneficiaries' exposure to the risk of unexpectedly high out-of-pocket spending
Requiring cost sharing to discourage use of lower-value services
Being mindful of effect on low-income beneficiaries and those in poor health
